Disaster Management for Resilience and Public Safety – Part 2
Traditionally, concepts of risk management and sustainability aim for prevention of disasters. But in some cases – for instance the consequences of climate change – the occurrence of disasters of different kind cannot be avoided – for instance hurricane, intense rain, flooding, heatwaves – and cause losses of property and human lives.
In recent years, the concept of vulnerability and resilience acknowledge that these disasters occur and even could repeat in shorter or longer interval. Relevant societal actors have to provide appropriate means to respond to potential vulnerability and to show power of resistance to disasters or at least elasticity (resilience). The challenge is not only the understanding of potential risks and the prevention of potentially occurring disasters, but also to be prepared for the occurrence of disasters, to adopt to these and to mitigate the consequences, especially for the public, as well as to recover from the impacts of disasters’ and to re-establish and re-erect even more resistant (betterment), especially in cooperation with the public.
This workshop aims at reporting about state-of-the-art applications of ICT as well as newest developing trends in the field of disaster management (in the context of environmental protection and natural disasters) for all phases of the disaster cycle (preparedness, prevention, alert, response, mitigation) with special focus on resilience and public safety. Another important goal of this international interdisciplinary workshop is to bring experts from research, industry and education together to exchange ideas and proposals for a solution of urgent problems and needs. The workshop will enable sharing of experiences and best practices and giving space of discussing problems, new ideas, concepts and research questions of „disaster management for resilience and public safety“.
The following areas will be of central interest for the workshop:
- Disaster information systems: information management, information processes, information systems, architectures, components, services, interoperability, security and standards
- Disaster modelling and simulation: incl. multiple aspects, cascading effects, spatial and temporal aspects
- Disaster communication: risk and crisis communication, creation of risk and danger awareness, social media communication and analysis, public alerting systems
- Situational Awareness: monitoring and surveillance systems, operation rooms, crowd sourcing, mobile sensing systems, visualisation
- Resilience partnerships/Multi-Actor Integration: integration of relevant actors (action forces/authorities, citizens/volunteers, other stakeholders) in disaster management activities with regard to communication, coordination and collaboration
- Building disaster resilience: improving the (self-help) capabilities of individuals, families and communities, as well as that of businesses and governments
- Disaster Resilience for the built environment: buildings, transportation systems (mobillity services e.g. for evacuations), energy systems, water and wastewater systems, communications and information systems
